赵立坚：我们对中新自贸协定升级议定书正式生效感到高兴和满意，对此表示祝贺。我想重点强调以下几点：

一、《升级议定书》是在中新自贸协定基础上达成的符合现代国际经贸规则的高水平自贸协定，涵盖了市场准入和规则方面的广泛议题，实现了中新经贸合作在《区域全面经济伙伴关系协定》（RCEP）基础上进一步提质增效，将为两国进一步深化贸易投资往来，稳固产业链供应链合作提供有力支撑。
First,theprotocolisahigh-standardfreetradeagreementthatisconcludedonthebasisoftheChina-NewZealandFTAandconformstomoderninternationaleconomicandtraderules.ItcoversawiderangeofmarketaccessandregulationissuesandfurtherimprovesthequalityandefficiencyofChina-NewZealandtradeandeconomiccooperationontopoftheRegionalComprehensiveEconomicPartnership(RCEP).Thiswillprovidestrongsupportforthetwocountriestodeepentwo-waytradeandinvestmentandconsolidatecooperationinindustrialandsupplychains.
二、当前全球新冠疫情延宕，世界经济复苏乏力，国际形势动荡加剧，不确定性明显上升。中新自贸协定升级议定书正式生效实施，不仅有利于进一步深化中新两国经贸合作，释放高水平开放政策红利，造福两国更多企业和消费者，也体现中新双方以实际行动支持多边主义和自由贸易的坚定决心，有助于维护国际产业链供应链稳定，为各国合作应对疫情挑战、支持多边主义和自由贸易、促进全球经济稳定复苏发挥积极作用和示范效应。
